The Shuttle is the fixed route offering in La Grande and Island City of Northeast Oregon Public Transit. NEO Public Transit is a division of Community Connection of Northeast Oregon, Inc.

Community Connection is a private non-profit established in 1969 as an economic development council. Today Community Connection is an Area Agency on Aging, Community Action Agency, Community Development Corporation and a Community Housing Development Organization.
